I scanned a barcode to see if I could sell legos on amazon. It says restricted item. I went and did research... it says I have to pay them $2,000 to be Ungated in Legos??? Is this right? you guys selling paid that to sell? If not, what am i doing wrong?

I just picked up a HP set from 2010. It "seems" to new unopened. But, it doesn't have the little tape seals on the end. Anyone know what year Lego started using the tape on boxes? Maybe the little set never had tape? I am going to sell this set, want to advertise as New Unopened. But making sure 1st. thanks
