LEGO S/H buying limits: Why is Tower of Orthanc limited to 2?

I seem to recall Helm's Deep being limited to 1 per person towards the end of last year, and clearly that was retired.  I was looking through S/**** and really all of the exclusive sets have a limit of 5, except for ToO and Maersk ship, which have a limit of 2.  The ship is new, so I understand that, but ToO is essentially a year old now.  Could this be suggestive of low stock, and possible EOL at the end of the year?

I went to my local store last night and they had a small section for all the LotR series two sets (hardly any pirate ships left).

They had two or three ToO left from what I was told, so that could be great news, right?

The Tower of Othanic has always been at a limit of 2 on lego LEGO Shop at Home. My best guess is that it is a fairly limited exclusive. It may be retired by the end of the year. We will have to see.

That was not my intent whatsoever. I just wanted some insight from other more seasoned investors, as I want to make sure I don't get taken by surprise with tower of orthanc. Right now I'm mostly focusing on grand emporium, vw camper, hh, and trying to free up space for more ssd/DS. I wasn't really thinking of loading up on tower of orthancs, but more and more I think I should be prioritizing it.
