does every set actually go through a "Retiring soon" / "Retired" Process? It seems to me like a set like Wolverine's Chopper is almost assured to retire, but it's not even listed at "Retiring soon". Do they sometimes just up and retire sets without a warning shot, or is the lack of a retiring soon tag mean that the set is assured to come back into stock at some point?

Most retiring sets never see the "Retiring Soon" label.  Some on the site have guessed the "Retiring Soon" is a tool TLG uses to move sets that aren't selling well that they need to get off their warehouse shelves.
