Our volume is too high for local pickup, and I can tell you sometimes buyers don't really understand that and they get a little pissed that we're not interested in meeting them. I used to sell in my country's eBay equivalent (they actually had an official partnership for a while) and most of the time I was required to meet with most of the buyers. Considering my country is very dangerous doing business was extremely difficult to say the least. Thank goodness things over here work a lot better. Just to echo what emes said, bundling the shipping costs in your price and offering "free" shipping is the best way to go. Plus, it removes the ability of the buyer to leave a less than perfect DSR on shipping charges. Limits on shipping? eBay can do whatever they please. I am sure the seller was getting tired of all the messages being sent regarding shipping cost.
