Unless you got tons of stuff to sell, and the stuff is selling on ebay with good returns don't do the store. I know a few guys that are losing money doing the store.

$16/month x 12 months = $192 total yearly fee Break even sales for eBay store is when difference in fees between store and non-store eBay sales equals total yearly fee ($192). .10x - .04x = 192 x = $3,200 If you sell less than $3,200 in one year, it makes more sense to not have an eBay store. If you sell more, you should use an eBay store.
