They have the ability to take away rights and lock people in their homes. Their government would have no issues shooting you if you broke quarantine. This may have led to thousands of unreported deaths, as people may have simply died at home. Blood/serum transfusion from recovered patients have known to significantly reduce the impact of exposure and mitigate symptom and reduce recovery time.
