Due to a combination of over production and thus a number left over once the promo ends and Lego tightening their costs means that sets will always reappear somewhere; whether that be in physical Lego store; other promos or in other retailers. Expect to see the 60th anniversary promo that was available earlier this year to reappear in the next few months. Also, it appears that in EU the Velociraptor Playpen is free with any purchase of Jurassic World sets. Would be nice in the US to be able to get both as well.
