A smart man will try a trial, one-month membership using one email then do it again with a second email and then, maybe again with a third, using a different credit card each time. Then, when getting banned using one address, you use one of the other ones. It's nice to be banned and, using a different login, being begged to rejoin WalMart's service. I see your point but I gave up my tax-exempt status with them a long time ago. I use WM+ mainly for ordering online deals to be shipped to my store and to have groceries delivered. I used to do the whole meet-the-manager-clear-out-their-LEGO-clearance thing but stopped 3-4 years ago because every idiot with $500 thought that they could do the same thing and ruined it.
