I did not qualify for the toy selling requirements this past holiday season, however their notice on this subject stated that I would be able to resume selling on January 5. It is now the 7th and all of my items are still showing as "Blocked unless FBA". Is anyone else experiencing this? I sent them an inquiry yesterday but haven't heard a peep.

Nope, still blocked.  I got the same email as jeff_14.

Just did a little experiment. I created a new listing for a toy I already had listed and it shows as active (the old listing still does not). Am I going to have to recreate every one of my listings? If so, epic fail on Amazon's part.

I don't know. I got an email yesterday saying it was over. So I listed 45 items yesterday and already sold 3 by this morning. Mine were all new listings.

You just confirmed what jeff_14 posted (ie. only new listings are active).  Major FAIL on Amazon part

At least it isn't Ebay. Amazon listings take 3 seconds to make.

If you had previously listed items that were noted as Blocked Unless FBA, the instructions from Amazon were to edit your listing and make one change, such as increase the price by a penny, and then that item would be unblocked.  That worked for me.

During the sales guideline period they mentioned everyone that was eligible would be able to sell on amazon from the 17th of November until the end of the first full week in January.  So, that means either Saturday night at 11:59... but judging from what I saw, the ban didn't seem to take place until the 19th of november, so it may also be a few days late..

I never got any such instructions, and I just tried that half an hour ago on a few sets and they're still blocked.
