What is this white ship?

I ended up passing on this lot as I just don't have the time to sort through a gigantic bulk lot like this.  Plus it was a little pricey, and they were not willing to reduce the price.

But I am curious what the white ship is...original creation?

That boat is custom made... Looks neat though!

I say that because of the orange rubber raft dingy on top - No set ever came with two of them and bricklink shows no hits on such a part.

I know more than a few members of the Coast Guard who would love that ship.
