Some of the the more popular sets like the Death Star(10188) have been around 4+ years already and doesn't seem to be getting retired anytime soon. As for the modular Town sets, yes, they bring back big money after a few years of being discontinued. Speaking to staff at a Lego store today models are in production for 2 years then remain on the market for another year while stocks last. So 3 years on average.
