It is a White Train Base 4 x 7 with Wheels Holder from set 113 (the 1st electric LEGO train) - From 1966

Probably can be but I wouldn't expect to find much information on a set this old. 

 

From looking at sold listings, if you have the box/instructions/complete set in good shape you can expect anywhere from $20-$60
